Being involved in local economic development I know that there is a move to not allow 'incubators' to be non-profit so be careful how you approach that. Finally, contact a lawyer who may be willing to help you pro-bono. There are plenty of civiclly minded lawyers out there (believe it or not :-) I think you have potential to make a great difference in the lives of our youth. Good luck.
