  I would also suggest not focusing so much on weight, but perhaps looking more at one's BMI (Body mass Index). Unless one is extremely overweight, one candidate may not lose any weight (and may in fact gain weight), but at the same time be losing fat and gaining muscle... thereby becoming healthier.

  People would win money by losing weight, too -- it can come from the money the people who fail to lose weight forfeit.

  Not sure about your question? Do you want t find fat people? I have been on a life changing diet myself and have lost 91lbs. I think the more interesting you can make the process, the more successful people will be.
  
  You might want to start out small with a endocinologist MD that can supply patients for you for testing. Good luck!!
