Paying clients for this function? I'm guessing with you mean is the actually providers for your product--p.c. and internet suppliers. Working out the initial costs of your Kiosks will be first. Deciding how many computer stations and what bandwidth speeds will be key for pricing from your suppliers.
I really doubt you will have to do anything to protect this idea. For one, this idea in so many ways already exists out in the market. The originality of it really spurns from the kiosk idea.
Your competitive edge will most likely be the convenience, the location, and the price. All of these are advantages toward your business. On site directions and friendly staff could provide the necessary support for on site users.
