  VCs tend to focus on huge market opportunities (with businesses that can achieve hundreds of millions in revenues). However, it looks like your idea relies on consulting, which is a hard thing to scale quickly. Also, the VCs will want to have a strong sense of the competition (which I suspect is heavy).
  
  As for angels, they may be more receptive. If you can show them the cash flow potential, you might get some takers.
  
  As for finding angel networks, I would go to google and do a query like: "angel networks [name of your city]." Many angel groups like to invest within a small geographic area (so they can better monitor their investments)

  Websites are actually very difficult to get money for in this environment. They almost always have to be already built and ready to go online if not already up and going. Investors don't want to foot 100% of the bill either, so all costs associated with building the site and getting it operational need to be covered by the owners. Once you have all that out of the way...start talking to friends and family members about getting capital. Chances are, somebody knows somebody. You can also go to SCORE.com and see if there are some angel capitalists there. It is all about networking.
