  I'm an executive recruiter, so I can provide you with some info. that I have personally experienced.
  
  I have a couple of recruiters who I work with that, if we make a successful placement, we split the commission 50/50 - so, salary is nonexistent.
  
  Honestly, my biggest expenses are all related to PR/Marketing. Between phone bills for making constant phone calls to both clients and candidates, advertising in newspapers targeted towards my ideal candidates (accountants), business cards (I go through an obscene number of cards! lol), email/internet costs, etc...

  While a great idea, I would think that many ex-cons would have a limited amount of expendable income and therefore might find it hard to employ your services unless they are kept to at a low-cost.
