  Market the idea to professional groups (candidates with subject matter expertise, such as accountants or programmers) and also to employers needing many people having that specific expertise. Use LinkedIn to make the connections between types of candidate and major employers, and encourage both to send more candidates your way (for free).

  Create incentives for recruiters and headhunters to refer candidates they can't place, perhaps a share of the revenue the referred candidate generates or that companies that hire this candidate pay in subscription fees. Like 'em or hate 'em, recruiters have lots of candidates they can't help and are open to ways to look good in those candidates' eyes. They also are motivated by money.
