  I think this is a great idea. Moving it forward will be best done in brainstorming sessions with engineers, home owners and home builders. Look at ways to utilize existing infrastructure where possible. Getting the engineering advice will show you scientific means to make this work. Getting the home owners and home builders feedback will show you ways to get this system sold by home builders and purchased by home owners. Lastly, look for a small way to start this idea and get into retailers locations. If washing machines use 30 gallons per load and that's equal to 6 flushes, then this appears to be a logical start point using the washing machines pump to move the water from it to a storage tank that is vertically higher than the nearest toilet. Then a sensor in the tank would be needed to signal the toilet (electrically or mechanically) that there is enough water for a flush from the gray-water source. Just some rambling for you.

  These gray water systems already exist. The bigger problem is that it's very difficult to modify existing plumbing to accommodate this type of system. http://en.wikipedia.org/wiki/Greywater You might try and focus your idea to a specific device that can accomplish your goal. For example, I've seen a bathroom sink that stores water in a tank below it that then connects directly to the toilet that's adjacent to it.

  - I agree it is hard to retrofit - but housing developers could be given credit for installing systems from the begining of the project - dual pipe systems for the site as well for landscaping and fire protection systems storing water could use ths water. The developers credit for this green idea could be applied to density requrements, open space +....... We are currently using golf course irrigation systems as a tertiary filter for waste water systems - great idea to take it into the house
