Idea Description
An all-encompassing wiki/social networking page for fans of music artists, maintained by its users. A fun and friendly detailed database of photos, discographies, full album artwork, tour histories, collected audio & video for each concert, set lists, photos from each gig, attendance, user reviews/comments for each specific date, etc.
Like Wikipedia or MySpace, the site would be free and easy to sign up.
Information would be searchable by keyword, by directory, by timeline, or by map (utilizing Google maps).

On the bright side, unless you already carry enough of a debt load to prevent it, you don't need to wait for the potential $10k to do anything with this.
All you need is a good hosting plan that gives you superuser access and everything from the database back end to the wiki software can be gotten through free and open source channels.
A good idea would be to make sure that the social networking parts and the wiki parts will both play nice with the same DB back end and you will likely have to hire a code geek or 2 the help customise and integrate the various software.
But you may potentially be able to DIY it out of "teach yourself (programming language) in x days" books, ans many of these programs have well documented code bases.
Heh... you can even pull all this off without ever meeting the people you have helping in the flesh.
As far as generating revenue and bringing in traffic both... ProjectWonderful is likely a good start... bet before doing so a limited beta period is a good idea... and can help you find admins …moreand moderators for if and when this gets big.
If you are lucky the beta period WILL include a few trolls, griefers, vandals and skript kiddies... to give you and your potential mods/admins a chance to learn how to deal with those types of idiots before there get to be too many of them at once.
Something else you may have to answer: what is the musical focus of the site? Or Is there a focus? Are you going to focus on the local/indie music scenes or let fans of Charlie Parker mix with fans of Skrewdriver mix with fans of Metallica, mix with fans of Eminem, mix with fans of Otep? There can be some overlap between some of those fan bases... and quite a few flame wars.
There are also potential "intellectual property" issues... especially if you let your users post pics/music/video... (even if you don't host the files) the RIAA is nothing if not unreasonable, greedy and short sighted... but if you don't provide such functionality then the utility of the site is compromised... especially to any bands/performers who may want to participate.
