This is already in existence. If you are looking to start a private-sector company that can contract with the local government to take care of this testing you have a lot more than just certification to take care of. Having said that, the government does like to contract as much work as possible as it reduces it's liability. I would start with the ICC and go from there. You should also contact FEMA and the local water and sewer companies to find out who is currently taking care of their water testing. Each County has an emergency plan that includes specifics. It is public knowledge, find it and do some research as to who is currently responsible for water testing in cases of emergency.
