Use the "Stars on 45" formula of stringing together a medley of Britney Spears' greatest hits over a cheesy dance beat. Once that one goes platinum we do Stars on 45 Justin, Stars on 45 Jessica, Stars on 45 American Idol, etc.
What will you do if you win $10,000 for this idea?
Hire a DJ to lay down the tracks (I know a great one who'll do it cheap) and then release it over the web to get viral distribution. I am sure this will sweep around the globe in a matter of hours. Use SEO techniques to attach links to the track which will be available for playing on blogs via a widget and sell the links to music sites that want SEO benefit.

I think you need to think beyond the Britney Spears focus and fit this idea to whatever is "hip" in mainstream music at any time. However, this seems to me like it could be as simple as a game on 2flashgames.com or some other site like that. I don't see it having long-lasting effects considering how little attention celebrity games and music mixing games have received online. A better idea would be a software where you could actually manipulate/compose your own pop songs.
