Q1: can it be true that this does´t exist already ?
Idea Description
When you look at a video in another language you are as handicapped as a deaf person would be.
But both still are interested in the video :D Both handicaps need different solutions for a translation since deaf-language is transleted through videos/animated gifs whereby translation of a language can (and should) be done via text. Since the video runs when translating but translation can best be done when sentences -not words- are spoken, a nearly-realtime feeling should be reached.
Nice to have functions in this context could be different voices for different speakers in the video or lip-synchronisation.

Such interpretive technology like this always takes training. People need to train it to understand themselves.
