Corporate weight limits on new cars

Car manufacturers should be forced to comply with weight limits on their vehicles. Just as there is CAFE (Corporate Average Fuel Economy) that forces their fleet to meet MPG standards there should also be CACW (Corporate Average Curb Weight) to augment the efforts of CAFE and to spark innovation.

Idea Description

There should be a maximum weight for new vehicles (one that is reduced by a certain percentage every year) as well as a corporate average weight for the fleet (also reduced yearly). Obviously the percentage by which the limits are reduced would need to be curbed as time went on or the limits would eventually get absurdly low.
There would be many benefits to this legislation.
1. Higher MPG
2. Better handling and perhaps even straight-line performance
3. Reduced braking distances
4. Smaller differential in the weight of cars on the road which means drivers are safer
5. Less wear and tear on our roads and highways
6. Eventual move from steel to foams, plastics, etc.
7. Biker friendly

What will you do if you win $10,000 for this idea?

I would get a lawyer to write this law up and get a petition going around so I could get it on the ballot. I would also look into getting other laws written up to support this one. Such as ones that get cargo onto trains and off of highway-thrashing semis and encourage government sponsored incentives and buy-back programs to help get older, dirtier, heavier cars off the streets, and get classics into museums or permit their limited use (perhaps special events, races, parades, etc.). It pains me to say this because I am a classic car fanatic (believe it or not) but we have to get past our emotional attachment to these machines and think about our future and the world of our children.
