Reduce Global Warming by making the earth more reflective
Paint the roadways white or add a light reflecting product to the blacktop. The loss of Artic ice cap causes temperatures to rise faster. Increase the white surface of the earth. White reflects the sunlight resulting in lower temperatures.
Q1: Who would pay for it ? We already pay for resurfacing roadways, require the contractors to add reflective material to the asphalt. Adding reflective material would also result in use of less of this oil based product.
Idea Description
Instead of using black top on the roads, use a light reflective surface on the highways. According to Wikipedia, there are 160,000 miles of highway in the US. Assuming each road is a minimum 35' wide, if all roadways were covered in a white or lighter light reflecting surface, it would add 1,060 square miles of pseudo "ice" to the melting ice cap.
What will you do if you win $10,000 for this idea?
Figure out a way to incorporate energy collection into the road surface. Investigate ways to have cars power themselves by feeding off wind or road heat.

This is interesting, but I think the problem is that the sunlight cannot escape, not that the earth is not reflective enough.
