a long shot but what the .... find a gifted psychic-who can-under controlled conditions-transmit vision to the blind
then figure out how it is done-
mimic thru technology-or pair up blind with pyschic-but best to figure out how it works
(remote viewing has been proven-scientific methods-it is finding a true transmitter that will be a task-then begin controlled studies)
