  I'd suggest becoming a member of the local chamber - go to the meetings and network. Once you get some buy-in then you can use that as case studies to go after members of remote chambers - direct mail

  I think one way to increase the potential ROI is to investigate what it would take to get your site included in new resident packets many recieve when they first move into a neighborhood.
  
  In these cases, new residents don't normally know where to go to get their pizza, dry cleaning, ect. While you would be competing with all the other pieces of paper in the packet, a well crafted insert would allow your small business clients to benefit on a scale they would not be able to have access to on their own.
  
  Now you're leveraging their combined weight to reach out to customers that have not yet made a decision and need a resource to help them to do so.

  isnt the web supposed to connect small business with worldwide markets? consumers already gets TONS of junk mail with ads from local businesses - and to be honest, they all work well for the cost. and if someone (ie. younger demo that throw away the ads) needs to find a nearby dry cleaning or pizza place, they've already got google.
  
  i fail to see what competitive advantage your business would have over existing solutions to the small business marketing problem. lets not forget that it costs NOTHING for a small business to get themselves added to google, and provide office hours, web address, etc...
  
  please clarify how your proposed solution is any better... also, please clarify how YOU will market the site. it doesnt do the site any good if business and (more importantly) consumers don't know anything about it.

  There are many, many people attempting to reach the SME (Small and Medium Enterprise) market.
  
  Getting them to listen (let alone pay) is a mighty challenge.
  
  Don't waste your time with chambers of commerce. Too political, and rarely actually benefit someone wanting to sell into a large audience.
  
  Get a couple of case studies of success, and make sure you can scale the business. I ran an internet yellow pages charging $15 per month, and we were extremely profitable because we only needed 3 employees.
  
  The trick was finding a way to reach those business owners as part of a pre-existing financial transaction. It's a heck of a lot easier to sell sprinkles after someone has purchased the ice cream cone.

  It's not clear in your idea description, why you need the big decision makers. Seems liek you need to sell to lots of small businesses which is a different challenge. Pls help clarify
