Idea Description
Individuals on welfare, until they are gainfully employed, should be required to sort through the trash at their local landfill for recycling, in order to have welfare benefits, and maybe even get paid a minimal wage. If they have children, a nearby childcare facility would be provided for, at a minimal cost. Also, put non-voilent criminals to work sorting the trash in landfills to be recycled.
What will you do if you win $10,000 for this idea?
I would write a business plan, then probably contact my local city/state government, to work out the logistics of the idea, legally register the company to start such a business, determine the equipment, people, etc. (the overhead) required for such a business, and determine the approximate costs.

The bank will be expected to fund novel products and services and stay away from things like restaurants that will simply draw jobs from other restaurants or moving factories from one part of the country to another. Uh, you want to make people who lost their jobs stand in a landfill all day and pay for daycare to do it... I think that since welfare is a political issue you'd have a very hard time selling it to government. Politicians would be besieged by outraged citizens if they tried to force people to do that. On the other hand - many currently homeless people already sort through bins looking for recyclables. If you could find a way for them to do it more efficiently (and not *force* anybody) that could be beneficial to everyone. But prisoners, sure, why not. There are already work gangs.
