CrowdSource Security--Town Watch 2.0
Instead of a few police monitoring a few police cameras which only move crime to outside the viewing angle. Allow everyone with an internet connection to point a webcam out their window. People can sign up and watch it and report suspicious activity. Reported activity gets sent to the police.
Idea Description
People are natural voyeurs and they also do not trust "Big Brother" so lets create a "Little Brother Network" Webcams with night vision are pretty cheap. Concerned citizens can place a camera outside their window. Other people can sign up to watch, if they see something suspicious they can flag it. With more people than cameras truly suspicious activity will naturally bubble up the chain, enough flag alerts the cops. And as all users must register, individuals flags can be weighted in relation to how many of their flags lead to arrests. This would eliminate the Stop Snitching fears as the cameras are the witnesses and criminal would fear that every window might have a camera pointed at them.

Put together the software and hardware together, market the product to home insurance companies/law enforcement and design a website that sells all the required equipment to the public.

Awesome idea. It's a bit like a program called BlockWatch (in my area) which is basically neighbours agreeing to keep an eye out and report suspicious activities to police. But this takes it a big step further.
I don't know. It seems very 1984.
Cool idea. If my community would be willing to invest in a web cam network I would definitely take part in town watch 2.0.
