Help consumers save money from the thermal expansion of gasoline. Gasoline is sold to stations by the refineries at 60 F. The gasoline stations sell it at whatever the temperature is in the ground. When gasoline changes temperature, it expands or contacts directly proportional to temperature, at a rate of .069% per degree Fahrenheit in fact. The problem is we buy a volume of gasoline, not a weight. Twenty-eight states and the District of Columbia all average above 60 F, which means the consumer will pay for gasoline they wont receive.

You have an excellent point, which means that some sort of Public Relations efforts will be effective. Before starting a financial enterprise, you should create a website where outraged consumers can learn the facts and download protest letters to send to their congressmen and senators. Once you've established a ground swell of support, you can launch your idea as the answer to the problem. It may seem underhanded, but it's the best way to get the message out.
