  I wonder if you could find a service online that does packaging of fortune cookies to test out your idea. So you basically just take the magic 8 ball responses and send them to this company to be made, then try them out. You could then open up an online store and see if you could have the items drop shipped as they are ordered. Definitely worth a shot.
