Q1: The biggest challenge will be in getting government - whether being local cities or counties - to change their requirements - on building codes to require the use of a whole house hot water heater. The second challenge will be encouraging the utilitiy companies to offer the rebates.
Idea Description
All new construction must have whole house hot water heaters installed. Government will offer rebates to homeowners who change out their old hot water heater to whole house units. This process will spur an entire set of cottage jobs. The first being that small business will be able to solicite for installation from homeowners - as their will not be charges to them, and they will see an immediate savings on their utility bills. Utilitiy companies will profit, as they will not need to invest in large plants to produce more natural gas or electricity - thereby they are the key to the rebate program.
What will you do if you win $10,000 for this idea?
Personally - obtain a license to become a building contractor. After that process starting a buisness whos sole purpose is to convert existing plumbing, electrical for the use of whole house hot water heaters. Establishing a buisness who can then also go out and service these units as needed.

Government needs to take the first step and be proactive in reducing oil consumption in our country. Our energy directly effects everything we do everyday - from the cost of goods, and services to the price of our homes, and cars. We must move away from the energy demands this country currently uses.
