  You are right, there is a need for this kind of an organized non-profit website community that not only lists these organizations, but allows them to advertise and promote campaigns and activities they are doing in specific areas. I think that what you need to do first is to contact the types of non-profits that you want to be a part of your website community and get their information and links and of course let them know about what you are trying to do and have them use your website as an avenue to reach people.

  Now once you create and develop this website, I think that you need to make it as clear and user friendly as possible. You can do this by giving the user the ability to either choose between searching these organizations by Type or by location. This way they can see the organizations that have opportunities, events, and projects that are going on in their area. You would also have a home page that would be a place for the these different organizations to set up new articles about what they are currently doing or a campaign they are starting to help them out.
  Then once you have this site set up you could then market this to schools to help get their students involved in local community service opportunities, as well as churches and possibly correctional facilities that need opportunities to give their patients the proper court ordered service opportunities.

  I actually really like this idea and see how just getting the interest out there can be a problem. I, however, think you've already touched on part of the answer. What kind of people actively seek out volunteer opportunities: high schoolers, college students, retirees, local philanthropists, employees at large companies. Those are the usual suspects, so you might want to stick to making your name known among these groups who'd already be sold on the idea/site before you target more elusive audiences. Community-based? Definitely. I think that eventually your site can emulate Craig's list to reach more communities.
