EBAY BLACKLIST EXCHANGE to augment eBay's own failed reputation management system
Idea Description
Starting in May 2008, sellers on eBay will no longer be able to leave negative feedback on buyers, and thousands of sellers are in uproar.
To regain balance and transparency, our service will allow sellers on eBay to share their blocked bidders lists (blacklists) with each other. However, it’s not just a compilation of seller's blacklists.
Our service will enable sellers to download a custom blocked bidder list based on 1) properties of seller(s) who reported the bidder as well as 2) the type and value of the transaction that caused the original blacklisting. This way, sellers can create customized blacklists to match their own risk profile and avoid turning down ‘qualified’ prospects.
What will you do if you win $10,000 for this idea?
I already have a 50 page technology specification with wireframes and just spent a few hundred $$ filing a provisional patent. With $10K I would build recruit a small development team to build a beta version of the site, get community feedback and further refine the service.

Q1: Some functionality could be enhanced and some data collection could be automated by leveraging the eBay API. However, I'm afraid that eBay will shut down my API access if they don't like what we do (even though I'm helping them retain sellers). They can do so without any notice or warrant.

Hey there...GREAT idea and I can't believe ebay is no longer going to allow negative feedback for buyers...but at least it's giving you an opportunity to solve a problem. I wish you all the success with this!! And I hope ebay doesn't block you.
Check out Rapleaf.com (founded by people from PayPal, which eBay bought) they may already be able to do this quickly. Also, it's possible that people that nefariously bid on items and dont pay will just change their email address and create another account.
I think it's a great idea. Sometimes simple is best and if eBay is smart they'll realize you are really helping their community by weeding out the root of problems for everyone - both buyers & sellers!
