  I have several thoughs:
  
  1. Take a close look at CampusMenus.com. Find out after 1+ years in operation they have not scaled beyond 5 locations. Find out why they have a limited amount of restaurants. Talk to the restaurants they posted and find out how you can deliver a better service.
  
  2. You can ensure that menus are updated often by providing incentives to the restaurants. The most successful web sites today are those that allow users, in your case restaurants, to create their own content (menus in your case) and share them with the world. Capitalize on this.
  
  3. Identify who your niche market is while you are looking at sizes of markets.
  
  4. People typically don't like to get on the computer before going out to eat. An opportunity to make your service compatible with cell phones.

  Relying on physically updating menus doesn't sound very scalable, cost effective or easy to update. Think about how you can entice restaurants to participate electronically. Get a partner that already has an existing "electronic relationship" with the restaurants, such as Yellowbook, Yellowpages, or a smaller local partner. It will be hard to walk this road alone.
