  I'd recommend working the business plan for this idea. Funding is critical.
  Look into federal and state grants focused on urban, inner-city, youth intervention, education, 21st century schools, and alternative high schools.
  Look to existing educational institutions in your area to identify organizations that may be doing something like this that you can learn or borrow from.
  Talk to their existing students to see what they like and don't like about the program. Talk to juvenile parole/probation officers to see if this is something that'd help their client base. Talk to the employment security commission about "re-employment training". Depending upon your state, some employment (state) agencies will pay you the vendor, for this training to the young person.
