  This is a great idea and there is always a need. I think that you are ambitious in setting job requirements. If I were you, I would be less stringent concerning requirements for jobs and more focused on reducing the entry barriers for recovering addicts. Many addicts do not have drivers licenses, many do not have birth certificates, and many do not have social security numbers. If I were you, I would focus on providing a services to get addicts back on the right track by getting them connected to people who can help them get these things. I would also try to find free recovery programs if your people need more rehab.
  
  Here is a great website for you to use as a resource. These people are doing great things in Tennessee by utilizing some of these same principles. You should contact them if you have any questions, I am sure they would be willing to help. They are applying these principles to the homeless, but I think you could take alot of their ideas and and use them with addicts as well (sometimes the two groups ovelap...)
