This is an interesting idea. Having businesses post their top 5 most asked questions? This could really be some interesting PR for businesses already out on the market.
In regards to your business coaching, there are a number of sites available for learning how to start and be successful with web businesses. My suggestion would be to pick up one of those.
Another idea might be to find something similar to what you are trying to do and interview the person who started it. Maybe their ambition and drive will be something that could rub off on you.

I would also advise you to go to the library. There are a number of publications and books out there on marketing online, building traffic, and managing ideas.
Reading through personal stories and learning through other person's start up mistakes might just give you the leg up you need in order to get your site rolling.
I also wanted to suggest maybe the idea of allowing customers to post their top five questions for a company. This could really makes things interesting. It would really open the companies accountability as well as customer interaction and trust.

Businesses adsvertise on my web site by initial and monthly fee, listed directly on advertisement Then select category of business for each advertisement. They must answer 5 most frequently asked questions by customers. To be listed on site with advertisement. Customers who use their service threw my site receive rating registration #. # is used to give approval rating to be listed on site. The higher the rating the higher the cost to maintain listing and listing
position.

What will you do if you win $10,000 for this idea?

I would use this money as seed money to attract investers & ecommerce professionasl to partner in starting this business.
