What will you do if you win $10,000 for this idea?
Hire a tax-lawyer accountant and business planning adviser, acquire "Impulse Entertainment" as a corporate identity, establish a uniquely appealing logo and brand, and finally formulate a business proposal portfolio detailing 3D models of the envisioned final interior design and floor plan, all necessary expenses, and future business expansions which will all be used to form a strong capital team of enthused investors. Remainders from $10K will begin the collection towards the final necessary capital investment objective.

Q1: Is this concept something you'd like to see in your city if eventually franchised?

Cool idea! Like the pool table! Good to offer PC services. Maybe could also teach classes on game-strategy, buying/installing media, PC-extras, and home automation. You should get partnerships with the big manufacturers to promote their products in exchange for capital and operational support services.
Although I never mentioned it (lack of text space), there certainly will be fees... how else will we pay for bills? =] Hourly fees for console and PC rigs will be set into place and membership fees for reduced hourly rates. The business model has the potential to entertain multiple income sources by serving the community with: 1.) Expert computer repair, custom rigging, maintenance, and optimization. 2.) Providing dedicated and virtual dedicated gaming and web servers at monthly fees. 3.) Resell of residual computer parts after seasonal PC upgrades. 4.) Cafe food and beverages including the best smoothies found on the east coast. So you can see we have many avenues for income outside of just hourly console and PC use fees and service memberships.
I realise your potential, and understand what a great idea this is. although, if you are willing to do this for free, you would fall out of bussiness pretty fast. I'm sorry if i was mistaken, but there should be a fee you have to pay to get in, or a membership to be acquired and be payed every year/month. But, overall i agree, this is a good idea for gamers without the resources to afford such luxouries themselves.
